Cari Semivan
Cari Semivan (M.Ed.) has 26 years of experience in migrant education and currently or has worked with state MEPs in Colorado, Hawaii, Kansas, Louisiana, Minnesota, Montana, Nebraska, Oregon, Texas, Washington, and Wisconsin to accomplish CNA, SDP, and program evaluation planning and reporting. In this capacity, she has facilitated CNA and SDP meetings, assisted states with data collection and analysis, and prepared CNA, SDP, and state MEP evaluation reports that were approved by OME. Cari currently serves as the lead evaluator for two MEP Consortium Incentive Grants (CIGs) (MiraCORE [in which Virginia is a member state] and IRRC), analyzing and summarizing data, helping states use data for program improvement, and preparing annual and final performance reports. Other experience includes having evaluated MEP Even Starts, 21st Century Community Learning Centers, Advanced Placement Incentives, Teacher Incentive Fund grants, Math/Science Partnerships, and GEAR UP grants; Reading First and Early Reading First grants; Title I-Parts A and B programs as well as programs in Title II, V, and VII of ESEA; Head Start; and National Science Foundation grants. Cari has served as the facilitator of state systems alignment efforts upon completion of CNA and SDP processes (and as part of state MEP program evaluations) to ensure that all MEP systems (e.g., monitoring tools, MEP sub-allocation applications, evaluation data collection instruments and systems, PFS criteria) were aligned with updated state CNAs and SDPs. Prior to her work with META, Cari was a research associate with RMC Research Corporation with responsibilities that included providing technical assistance to states serving educationally disadvantaged students in Title I programs in nine states.
